The Government of India, Ministry of Home Affairs, recognized Kathodi and Kotwalia tribes of Gujarat as primitive tribes in the year 1976, while Padhars and Siddis were declared as Primitive Tribes in 1982 and Kolghas in the year 1983-84. The population of primitive groups is spread over 8 districts viz. Surat, Tapi, Valsad, Navsari, Dangs, Bharuch, Narmada and Sabarkantha covered under Tribal Area Sub Plan and same districts viz. Ahmedabad, Surendranagar, Junagadh, Bhavnagar, Rajkot and Jamnagar which are outside the ITDP area.
