The ambitious initiative of Vanbandhu Kalyan Yojana - Central Sector Scheme (VKY-CSS) is an integrated, holistic and all-inclusive programme, containing 13 focus areas for development. It was introduced on a pilot basis under mission mode in one block for each of the Ten Schedule V States across India in 2014-15. It is being implemented by Ministry of Tribal Affairs, Government of India. The Government of India has allocated of Rs. 100 Crore for the current year under the new initiative. This scheme mainly focusses on bridging infrastructural gaps and gap in human development indices (HDI) between Schedule Tribes (ST) and other social groups.

Initially the Blocks having at least 33% of tribal population in comparison to total population of the Block were to be targeted. Block selection criteria was based on low levels of literacy in the tribal population.

Chotaudepur Taluka in Chotaudepur District of Gujarat has been identified. Selected for the pilot implementation of the Central Sponsored Scheme - VKY, Chotaudepur taluka consists of 144 villages and has 44 Gram Panchayats. Tribal developmental activities have already been initiated in the taluka since launch of the new Scheme in 2014-15.
