Parliament has enacted the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act, 1989. The underlying purpose of the Act is to prevent the commission of offences of atrocities against the Scheduled Castes and Scheduled Tribes, to establish special courts for the trial of such offences and to provide for the relief and rehabilitation of the victims of such offences. Provisions of this Act override the provisions of any other Act [s. 20].
